Expert On Sector Strategies
This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. INTRODUCTION
In order to address youth unemployment in a comprehensive and efficient way the Government of Yemen formulated with UNDP and ILO support and adopted in September 2013 the Youth Employment Action Plan YEAP a fullfledged strategy to be implemented during a threeyear period 20142016.
The Youth Employment Action Plan is an integral part of the Mutual Agreement Framework MAF between the Government and donors which underlines the need to provide work opportunities especially for youth and women. MAF commits the donors to fund existent and new programmes to enhance employment creation including through support to Micro Small and Medium Enterprises MSMEs.
The outcomes of the National Dialogue Conference NDC also highlighted the urgent need to address youth employment challenges through immediate social measures and longerterm economic policies aiming at creating a conducive business and investment environment to foster sustainable employment generation.
UNDP and ILO intend to provide technical support to the Executive Secretariat in charge of the management and coordination of the Youth Employment Action Plan. It is expected this support will impact the effective implementation of the YEAP by
providing expertise advisory support and training for the Executive Secretariat and enable it to effectively lead the YEAP implementation process
?promoting policy coherence facilitating coordination with stakeholders avoiding duplication and overlaps and maximizing impact

providing a learning environment whereby stakeholders will systematically document the interventions\' process and impact and identify good practices and lessons learnt. Description of Duties
The Expert will be directly supervised by the Director of the Decent Work Team DWT of the ILO Regional Office for Arab States.
The Expert will maintain a fluid exchange of information coordinate and link with relevant Specialists of the DWT and with UNDP as well as with ILO Regional Programme Support Unit and Administrative Unit. The staff will provide services to the Head of the YEAP Executive Secretariat as described in the Duties chapter below and undertake the daily supervision of the YEAP implementers on his behalf for the part of the work related to Sector Strategies.
The Expert will be responsible for providing technical support to the YEAP Secretariat on Sector Strategies. Hisher specific duties will be the following
Identify Opportunities and design interventions Review what types of sector strategies are currently operational in Yemen how they are designed and implemented and how national and local policies regulations and institutions impact the various sectors prioritized under the YEAP. Identify key obstacles and constraints faced by companies and individuals in maximizing the economic and employment dividends of sector strategies. In particular a review the capacity of the education and skills development system to provide the skills required for identified markets and propose solutions to bridge the gap b analyse the access to finance and support services of MSMEs and how it can be improved c identify other constraints related to security and logistics and propose advanced solutions to tackle them d analyse the participation of all youth categories in the various sectors and propose how they can be increased. Explore potential improvements to the design and implementation of these strategies and identify new sectors for interventions with targeted value chain analysis. Respond to demand and take initiatives in the development of innovative sector strategies and programmes and undertake missions to governorates to identify formulate and technically support the development and implementation of new sector specific programmes and projects.
Capacity building Identify technical assistance and training needs regarding the implementation of sector specific strategies amp programmes. Develop establish and assist in running training courses and training programmes for capacity building with both public and private sector participants on sector strategies. Plan organize and lead national and governorates level meetings workshops and training events on sector policies strategies and programmes.
Supervision and technical backstopping Provide technical backstopping services to ongoing sector specific projects under the YEAP. Monitor and coordinate the work carried out by external collaborators and provide backstopping services to implementers involved in sector strategies review the reports submitted by the implementers for their relevance completion and timeliness provide comments to the Head of the Secretariat on the efficiency and effectiveness of reported activities and propose recommendations for decisions on payment and investment.
Technical support to the Secretariat Provide technical advice to the Head of the Secretariat in the area of sector strategies to respond to the needs described in the YEAP. Assist relevant institutions and local authorities in identifying developing and running sector specific initiatives to create employment and reduce poverty. Assist these agencies in strengthening their capacity to implement these programmes.
Design and promotion of Employment Intensive standards Promote the development of common standards on sector strategies in Yemen within the YEAP secretariat and amongst partners and stakeholders in order to harmonize approaches and increase outreach secure their adoption by relevant agencies follow on their integration in various development frameworks and funding mechanisms stimulate support and coordinate the exchange of information and metaanalysis of reports.
Research Conduct policy oriented research and provide evidence based analysis for policy making on sector specific approaches. Promote the uptake of evidence based policy decisions through an acute understanding of the policy making process and actors in Yemen. Provide guidance for further research in sector strategies by identifying research gaps and proposing adequate methodology.
Knowledge management Establish baselines monitor project implementation and contribute to evaluations of initiatives related to sector strategies under the YEAP also with a view to establish appropriate empirical evidence covering economic and social aspects of a successful application of sector approaches.
Media and donor relations Maintain close contacts with the donor community and international financial institutions with a view to closer collaboration in the design and implementation of employment generating programmes. Identify possible sources of funding and assist in negotiating funds for sector strategies and projects under the YEAP.

Required Qualifications Education
Advanced university degree in Economics or related field. Experience

Expert On Employment Intensive Approaches
This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. INTRODUCTION
In order to address youth unemployment in a comprehensive and efficient way the Government of Yemen formulated with UNDP and ILO support and adopted in September 2013 the Youth Employment Action Plan YEAP a fullfledged strategy to be implemented during a threeyear period 20142016.
The Youth Employment Action Plan is an integral part of the Mutual Agreement Framework MAF between the Government and donors which underlines the need to provide work opportunities especially for youth and women. MAF commits the donors to fund existent and new programmes to enhance employment creation including through support to Micro Small and Medium Enterprises MSMEs.
UNDP and ILO intend to provide technical support to the Executive Secretariat in charge of the management and coordination of the Youth Employment Action Plan. It is expected this support will impact the effective implementation of the YEAP by
providing expertise advisory support and training for the Executive Secretariat and enable it to effectively lead the YEAP implementation process
promoting policy coherence facilitating coordination with stakeholders avoiding duplication and overlaps and maximizing impact
producing a set of coherent projob macroeconomic and thematic policy briefs identifying jobrich sectors with strong investment potential and formulating sector specific strategies
supporting resource mobilization efforts for the YEAP with the Friends of Yemen and other donors

Description of Duties
The Expert will be directly supervised by the Director of the Decent Work Team DWT of the ILO Regional Office for Arab States. The Expert will maintain a fluid exchange of information coordinate and link with relevant Specialists of the DWT and with UNDP as well as with ILO Regional Programme Support Unit and Administrative Unit. The staff will provide services to the Head of the YEAP Executive Secretariat as described in the Duties chapter below and undertake the daily supervision of the YEAP implementers on his behalf for the Employment Intensive part of the work.
The Expert will be responsible for providing technical support to the YEAP Secretariat on employment intensive investments. Hisher specific duties will be the following
Identify Opportunities and design interventions Evaluate national sectoral and local policies and strategies and assess how employmentintensive investments under these strategies can technically and effectively support the objectives of the YEAP and how they can be improved. Respond to demand and take initiatives in the development of innovative employmentintensive investment technical policies strategies and programmes and undertake missions to governorates to identify formulate and technically support the development and implementation of new employmentintensive programmes and projects.
Capacity building Identify technical assistance and labourbased engineering training needs regarding the implementation of employmentintensive investment programmes. Develop establish and assist in running labourbased engineering training courses and training programmes for capacity building with both public and private sector operators. Plan organize and lead national and governorates level meetings workshops and training events on employmentintensive policies strategies and programmes.
Supervision and technical backstopping Provide engineering technical backstopping services to ongoing employment intensive investment infrastructure and public employment projects under the YEAP. Monitor and coordinate the work carried out by external collaborators and provide backstopping services to implementers involved in employment intensive activities review the reports submitted by the implementers for their relevance completion and timeliness provide comments to the Head of the Secretariat on the efficiency and effectiveness of reported activities and propose recommendations for decisions on payment and investment.
