Duties:Communication & Coordination·         Responsible for the overall coordination  of the Consortium project to facilitate integrated programming in  the entire project with special focus on the joint areas of operation ·         Ensure effective mechanisms for information sharing and cooperation among Consortium partners at country level, including organizing and chairing regular meetings of the Project’s Steering Committee·         Support effective mechanisms for information sharing and cooperation among Consortium partners at the national and field levels through the Consortium’s Working Group
Monitoring & Evaluation·         Monitor overall project implementation and propose adaptations needed to achieve objectives, improve integration of approaches among Consortium partners, or improve coordination with external stakeholders·         Responsible for the project’s  integrated monitoring and evaluation (M&E) framework)·         Ensure measures for cross-learning, downward accountability, and monitoring of integration aspects are put in place and utilized, including Shared monitoring tools and accountability minimum standards will be developed·         Ensure joint field missions to support and assess the delivery of the integrated aspects of programming·         Ensure that learning workshops are regularly held, at which field staff can share successes and seek to resolve challenges·         Responsible for the proposed joint research project on resilience, with a view to contributing to the evidence base on resilience in Yemen and informing future programme design as intervention focus moves more from recovery to resilience
Planning & Reporting·         Ensure compliance with the donor’s grant agreement and manages the sub-grant agreements with Consortium partners·         Oversee joint planning, facilitate a grants start-up meeting at the start of the project, and quarterly review meetings amongst the member agencies·         Responsible for producing quality consolidated reports  including establishing joint reporting tools and mechanisms, in close cooperation with the Project Assistant and relevant staff of Consortium partners
Budget Management·         Responsible for the management of the overall consortium budget in coordination with Consortium Partners·         Initiate financial request to donors and oversee financial transfers to Consortium partners in accordance with approved budgets, in close coordination  with CARE Finance Controller·         Ensure adherence of Consortium partners to approved budgets, regularly collect and report to the Project Steering Committee on overall burn rates, and prepare proposals (if needed) on budget reallocations between Consortium partners·         Ensure abidance by CARE and donor financial and procurement procedures with maximum cost effectiveness·         Mitigate financial risks through appropriate management of funds and supervise accounting activities
Representation·         Responsible for all external representation of the Consortium project·         Represent the Consortium to key stakeholders and provide them with information about project objectives, risks, constraints and progress·         Ensure adherence to policies and regulations of CARE and Consortium partners·         Act on any reasonable requests from supervisor


Qualifications:·              Post-graduate degree in social/political sciences, arts or in a humanitarian assistance related field·              5 years of project management experience (planning, monitoring, evaluation) in humanitarian context, including in a leading position.·              Strong experience in monitoring and evaluation of complex projects. ·              Experience in organizational representation, coordination and liaison.·              Experience in narrative and financial reporting on complex projects to international donors.·              Experience in implementing projects within partner networks or consortia; experience in managing such networks / consortia a strong advantage.·              Willingness and ability to travel within Yemen and abroad·              Cultural sensitivity and proven experience in working in the Middle East strongly desired  ·              Excellent conceptual, planning, organizational, and leadership skills.·              Excellent communication, negotiation and problem-solving capacities.·              Fluency in English (written and spoken), knowledge of Arabic an advantage.·              Strong computer literacy.·              Ability to manage stress, multi-task and take decisions
